Coronavirus (Recovery and Reform) (Scotland) Bill
I am writing to point out an ambiguity between the Bill and the accompanying Policy Memorandum and to ask whether you can get it clarified. My focus is solely on whether or not a person is compelled to undergo medical treatment including vaccination.
Bill:
Memorandum:
The Bill states in 86D:
The Memorandum states in 57, 58 and 59
A person would think that 86D was definitive in that it specifically prohibits forced vaccination. But the problem will come in a future court of law when an accused appears for refusing to have a vaccination. A clever prosecutor will point out clauses 57, 58 and 59 in the Memorandum and argue that is what you legislators really meant when you were drafting the Bill.
In this respect the Bill needs no changes but the Memorandum certainly does. Please get in touch if want any suggestions of how the Memorandum could be amended to my satisfaction.
